The Informal Settlements Development Fund (ISDF) is currently seeking to hire the following positions to work as part of the team supporting The Development of Informal Settlements through Multifaceted Technical Assistance Project. The project is financed by a grant submitted by African Development Bank.

Position Title: Geographic Information System Expert
Duty Station: Cairo, Egypt
Starting Date: December 2019
BACKGROUND
The Government of the Arab Republic of Egypt has received a grant from the African development bank to finance the Informal Settlements Upgrade Technical Assistance project. The project’s main objective is to carry out critical studies to address unsafe informal settlements and help the Government of Egypt in the implementation of its Sustainable Development Strategy “vision 2030” for integrated and dynamic urban plan which includes replacement and development of slum areas and improves the quality of life of the population. The project will finance six studies to inform the upcoming informal settlements development projects in Cairo.
The project comprises two components:
Component 1: Project Preparation and technical studies. The project will conduct the studies through the procurement of specialized consultancy firms. These studies are:
- Preparation of terms of reference for feasibility studies including design, bidding documents, Environmental and social impact, and settlement upgrading plans for 3 informal settlements;
- Impact evaluation study of completed informal settlements development projects;
- Socio-economic profiles for 3 selected informal settlements;
- Study and training on use of Public and Private Partnership in the housing sector;
- Development of a sustainable business model for upgrading informal settlements while generating returns on investments;
- Study on international best practices on job creation and unemployment reduction strategies for informal settlements;
- Training assessment needs for ISDF staff.
This component will also involve the procurement of individual consultants to assist the ISDF staff in the fields of environmental and social impact assessment, geographic information system, urban planning. The consultants will work with ISDF staff and provide knowledge and skills transfer.
Component 2: Project management and monitoring
This component will finance the cost of the day to day management of project execution (part time procurement person, FM person and M&E person) and cost of limited IT equipment as well as some operating expenses such as workshop and other miscellaneous expenses.
OBJECTIVE:
The overall goal of this assignment to provide the Government with accurate, consistent, accessible, affordable, and comprehensive GIS data, GIS infrastructure, and GIS services to support the ISDF and the citizens. He will be required to work closely with other GIS staff in ISDF.
SPECIFIC OBJECTIVES
The GIS expert will be responsible to facilitate information exchange between the ISDF and other organizations through the establishment of policies and technical standards for the submittal, collection, maintenance, and dissemination of geographical information. He\she will analyze and submit geographic information by transforming information of GIS into decision-making knowledge
SCOPE OF WORK:
Under the general supervision of the Project Manager, the main duties and responsibilities of the GIS expert will:
- Be engaged in doing both the geographical and locative data gathering and its storage, analysis and presentation;
- Be able to use a set of GPS tools to pick up the location of physical infrastructures such as bridges, streets, etc.;
- Establish the structures needed for storing GIS data;
- Manage the data digitizing for the transformation of paper maps to GIS databases in order to enroll from original maps the location of telecoms wires, electricity lines or water pipelines.
- Handle, analyze and submit geographic information by transforming information of GIS into decision-making knowledge.
- Use an equipment to link together various GIS databases and establish new information on population, facilities and economic situation of the informal settlements upgrading project sites.
DELIVERABLES
- Quarterly progress report ;
- Final Report.
- Any ISDF mission, presentation, or report of any project, required from ISDF
QUALIFICATIONS/EXPERIENCE:
- A minimum of Bachelor’s Degree in computer sciences, statistics, geography, demography, software engineering, or any related field;
- At least 5 years of general experience;
- At least 3 years of experience in GIS work in social development project or housing projects;
- Experience working with international agencies will be given priority;
- Experience of having worked on AfDB financed projects is an advantage;
- Demonstrated analytical and problem solving skills with ability to balance benefits and threats of informal settlement upgrade projects;
- Very good knowledge in Arabic and English languages;
- Demonstrated ability to work as a team member.
DURATION AND LOCATION
The contractual agreement will be between the Informal Settlements Development Fund (Executing Agency) and the GIS Expert. The contract will be for one year on full time basis, renewable based on performance and upon agreement of both parties, till the end of the project (March 2020). A 3-month probationary period will govern the contract.
SELECTION OF CONSULTANT
The consultant will be selected in accordance with individual consultant selection method set out in the Rules and Procedures for the Use of Consultants (2008, revised July 2012) by African Development Bank
Remuneration will be negotiated with the prospective individual after selection, in line with Government norms for similar assignments. Payment paid on a monthly basis, and will consist of a lump-sum and will be triggered by the submission and acceptance of monthly report
